Red Cross Assists Militant Group in Recovery for Remains of Captives in Gaza Strip

The International Committee of the Red Cross (ICRC) confirmed that its representatives accompanied members of Hamas into zones of the Gaza Strip still under IDF authority to support the search for the bodies of Israeli hostages.

Truce Agreements and Captive Remains Handover

As part of the truce negotiated by the United States, which took effect on 10 October, the group is obligated to return the remains of all captives promptly. In exchange, the Israeli government has agreed to hand over 15 Palestinian bodies for every Israeli body returned.

The organization has to date returned the bodies of 15 of those taken hostage but zero in the last five days, as some of those bodies are thought to be in locations past the yellow line designating Gaza’s ceasefire.

“At the request of the parties, the International Committee of the Red Cross (ICRC) joined a participant in the hostilities as the party searched for the bodies of the deceased past the IDF-designated ‘yellow line’,” said a spokesperson for the committee.

The spokesperson added: “The parties to the hostilities established the procedures of the mission and delegated the Red Cross to act as a impartial mediator. The ICRC was had no part in those negotiations.”

The official additionally clarified: “The ICRC was did not participate in the search for the deceased nor does it take part in the retrieval of human remains.”

On Saturday, the American leader issued a 48-hour ultimatum to the militant group. “Hamas is going to have to start handing over the bodies of the hostages who died, including American citizens, quickly, or the additional nations involved in this great peace will take action,” he wrote on his social‑media platform.

As the 48-hour deadline neared, Hamas, joined by the ICRC, teamed up with Egyptian teams, who were authorised by Israeli authorities to look for bodies beyond the boundary indicating the Israeli military’s pullback inside Gaza. An Israeli spokesperson said the Egyptian team would use excavator machines and vehicles in the operation.

This development was corroborated by an unnamed Israeli official, who told Hebrew-language media that members of the group had been allowed to access sections of the region under Israel Defense Forces (IDF) control to search for the remains of hostages, alongside Egypt’s and Red Cross personnel.

“For this purpose, Hamas members were allowed to pass the designated boundary,” the official was quoted as saying.

Video released by a media outlet appeared to show members of a Hamas unit – part of the group’s armed faction tasked with holding hostages – accompanying a Red Cross vehicle in a coastal area near a southern city, which lies outside Israeli military control.

Challenges in Locating Captive Remains

The search for the remains of individuals taken captive has become one of the most sensitive issues in the ceasefire agreed between the parties. Yet, the attempt to locate the remains has been difficult from the beginning, given the existence of an approximate 60m tonnes of rubble across the strip, where, according to local health authorities, at least 10,000 Palestinians are recorded as unaccounted for, trapped under the rubble.

Diverging Claims on Remains Location

The group has claimed it does not know the precise whereabouts of all the remains, saying it has lost contact with several of its units that had been detaining the captives and were reportedly eliminated during Israeli bombardments.

However, an Israeli government spokesperson claimed that Hamas was aware of the whereabouts of the bodies. “Should the group exerted greater effort, they would be able to retrieve the bodies of our hostages,” the spokesperson said.

US Position and Weapons Surrender Discussions

While the American leader has acknowledged that some of the bodies are difficult to access, he said that “the rest they can return immediately and, for unknown reasons, they are failing to do so.”

“This could be related to the surrender of weapons of Hamas,” he added.

Washington has said it has received guarantees from the organization that the faction will disarm, though no specific schedule has been established. They remains reluctant to surrender its arms without solid assurances about the future of its fighters.
